ISINAILALIM ni Pangulong Rodrigo R. Duterte ang buong Luzon sa isang buwang “enhanced community quarantine” upang pababain ang dumadaming bilang ng mga biktima ng nakamamatay na coronavirus disease 2019 (COVID-19), na itinuturing ng World Health Organization na pandemic.
Sa pagsusulat ng artikulong ito, pumalo na sa 262 ang bilang ng confirmed cases at 19 deaths ng COVID-19 sa bansa.
Sa ilalim ng enhanced community quarantine, lilimitahan ang pagkilos at pakikipaghalubilo ng mamamayan upang maiwasan ang pagkalat pa ng naturang viral infection. Ipapatupad ito mula ika-17 ng Marso hanggang ika-12 ng Abril 2020.
“Movement shall be limited to accessing basic necessities, provision for food and essential health services shall be regulated, and there will be heightened presence of uniformed personnel to enforce quarantine procedures,” nakasaad sa memorandum na inanunsyo ni Pangulong Duterte gabi ng Marso a-16.
Restricted ang land, air, and sea travel. Papayagan makapasok sa bansa ang mga inbound Filipino citizens at yung mga may permanent resident visa. Subali’t kakailanganin nilang sumailalim sa quarantine procedure kung nanggaling sa mga bansa na may COVID-19 outbreak.
Suspendido rin ang mass public transportation gaya ng MRT, LRT, bus, at jeep. Papayagan lamang ang paggamit ng pribadong sasakyan kung bibili ng basic necessities gaya ng gamot at pagkain.
Dahil dito, ipapatupad ang work-from-home na scheme para sa mga empleyado na nasa ilalim ng executive branch ng gobyerno maliban sa Philippine National Police, Armed Forces of the Philippines, Philippine Coast Guard, health and emergency frontline services, border control at iba pang critical services kung saan ipapatupad naman ang “skeletal workforce.” Ganitong work scheme din ang nais ng gobyerno na gawin ng mga pribadong kumpanya sa kanilang mga empleyado.
Sa kabila nito, tiniyak ni Secretary Eduardo Año na maglalaan ng sasakyan para sa mga health workers ang mga local government units para maihatid sila sa trabaho.
Ipinagbabawal din sa memorandum ng Malacañang ang malakihang pagtitipon. Mahigpit naman ipatutupad ang home quarantine sa lahat ng tahanan at isasara ang lahat ng nonessential establishments: “Only those private establishments providing basic necessities and such activities related to food and medicine production i.e. public markets, supermarkets, groceries, convenience stores, hospitals, medical clinics, pharmacies and drug stores, food preparation and delivery services, water-refilling stations, manufacturing and processing plants of basic food products and medicines, power energy, water and telecommunications supplies and facilities shall be open,” nakasaad dito.
Kaakibat nito ang pag-apela ng Pangulong Duterte sa mga negosyante na bigyan ng konsiderasyon ang mga manggagawang maapektohan ang kabuhayan.
“These measures may include, but shall not be limited to, moratorium on lease rentals, advancing a pro-rated thirteenth-month pay, reprieve in utility bills, and assistance to micro-, small- and medium-scale enterprises,” ayon sa memorandum.
Siniguro naman ng Pangulo na hindi pababayaan ng gobyerno na may magugutom na Pinoy habang umiiral ang enhanced community quarantine. Inatasan niya si Social Welfare Secretary Rolando Joselito Bautista na maglibot at mamigay ng supply ng pagkain.
“Just go around…maybe asking if there is somebody starving or in need of food. It behooves upon the barangay captain…this is a mandatory duty. It does not have to have a law because the proclamation itself suggests that there is really a need for you to work with government,” wika ni Duterte sa kanyang televised speech.
Samantala, pinawi ni Justice Secretary Menardo Guevarra ang mga pangamba na mauuwi sa martial law ang ipinatutupad na enhanced community quarantine dahil umano sa pagiging front-liner ng mga sundalo at pulis sa mahigpit na pagbabantay sa mga pamayanan.
“Please be assured that we are not headed towards martial law. Although public safety requires it, there is no state of rebellion, there is no state of invasion. Our enemy here is not a human being, our enemy is a virus,” paliwanag ni Guevarra.
