Ani Nograles, Lunes pa nang magwakas ang pamumuno ni Cayetano matapos ang sesyon nila sa Celebrity Sports Plaza.
“Irrevocable resignation of Cayetano as Speaker through Facebook live is not in order as he was no longer Speaker as of yesterday Monday 12 October 2020.”
Giit ni Nograles, malinaw ang nakasaad sa house rules na maaaring ideklara na bakante ang isang posisyon sa Kamara sa pamamagitan ng nominal voting gamit ang mayorya ng boto ng lahat ng miyembro.
“The Rule of the House on vacancy is very clear. A vacancy exists in the case of death, resignation, permanent incapacity, or a nominal vote by majority of the Members that such seat is vacant.”
Dahil dito, malinaw na hindi na speaker si Cayetano simula noong Lunes matapos iboto ng 186 na miyembro sa Celebrity Sports Plaza si Velasco.
“Therefore, Cong. Alan Peter Cayetano was no longer Speaker due to a vacancy voted upon by 186 Members on October 12, 2020.”
Samantala, welcome development naman para kay Ways and Means Chairman Joey Salceda ang pagbawi sa 2021 Budget Bill.
Ani Salceda, ito ang pinakamainam na gawin ngayong may special session sa budget para maayos na mailatag ang budget requirement ng bawat ahensya.
“Speaker Lord Allan Velasco’s first major decision as speaker, to resume deliberations on pending agencies that were not discussed and to reconsider the budget’s approval on 2nd reading, is the proper path to take. With this move, he starts off on the right foot, and restores regular order in the House.”
