MAGLALABAS umano ng executive order ang pamahalaan sa mga susunod na araw kalakip ang mga guideline para sa planong localized peace talks. Matatandaang ipinahinto ni Pangulong Rodrigo Duterte ang peace talks sa pagitan ng gobyerno at ng communist group noong nakaraang buwan.
Pakay umano ng rebeldeng grupo na magkaroon ng “power-sharing” o koalisyon sa gobyerno na hindi raw maaaring payagan ni Pangulong Duterte. Ito’y matapos niyang pag-aralan ang mga nakaraang mga kasunduan sa pagitan ng gobyerno at ng mga rebelde.
Inanunsyo ni Presidential Spokesperson Harry Roque ang tungkol sa localized peace talks.
Ayon kay Presidential Spokesman Harry Roque, napagkasunduan ang guidelines para sa localized peace talks sa pagpupulong ng gabinete bilang tugon sa mga posibleng mangyari sa nagaganap na mga encounters ngayon.
Naglalaman ng pitong guidelines ang imumungkahi na EO na umiikot sa seguridad, kapayapaan at hustiya.
“So magkakaroon po ng executive order that will spell out the guidelines that were agreed upon,” sabi ni Roque sa isang press conference.
Ilang miyembro ng NPA guirellas na sumuko noong nakaraang Abril.
IHINTO ANG PEACE TALKS
Kamakailan ay inanunsyo ng Communist Party of the Philippines founder na si Jose Maria Sison na nais na niyang itigil ang pakikipagdayalogo sa administrasyon at makikiisa na lamang siya sa planong pagpapatalsik sa presidente matapos nitong ibasura ang nais na muling pakikipag-usap ng pangulo na gaganapin sa Pillipinas.
“If Sison does not want to have the peace talks here in the Philippines, our local government officials will be given the power to engage in localized peace talks,” ani Roque.
LOCALIZED PEACE TALKS NA NGA BA ANG SAGOT?
Kung maipapasa ang e-xecutive order ukol sa localized peace talks papahintulutan na ang partisipasyon ng mga local na opisyal upang makipagdayalogo sa mga rebeldeng grupo sa kani-kanilang nasasakupan. “The localized peace talks will be between the local peace channel and the local fighters kumbaga, leadership. Tapos, community dialogue, informal, open communication line and liaison network to facilitate peace package, social media exploitation, community pressure on the fighters to participate in the local peace process,” sabi ni Roque.
Umaasa naman ang East Mindanao Command o ang EastMinCom na magbibigay ng positibong sagot ang mga NPA commanders ukol sa localized peace talks upang muling mabigyan ng simula ang pakikipag-ayos sa mga rebelde.
Mainit umano ang pagtanggap ng mga Local Government Unit (LGU) sa naturang peace talks, ito ay ayon kay Major Ezra Balagtey ang spokesperson ng EastMinCom sa ginanap na AFP-PNP press briefing.
Ipagpapatuloy pa rin umano ng EastMinCom ang kanilang peace and development programs sa mga malalayong barangay upang patuloy na mapahina ang pwersa ng NPA. “On programs and services, we have already done Serbisyo Caravan in Davao Oriental also in Compostela Valley and in Caraga region,” sabi ni Lt. Gen. Benjamin Madrigal, commander ng EastMinCom. “In Caraga region, we have already a peace plan for the whole region,” he said. “We have combined the peace and development plan so that it becomes a peace and deve-lopment plan.” dagdag nito.
PITONG GUIDELINES NG LOCALIZED PEACE TALKS
Nakapaloob sa pitong guidelines ang mga sumusunod:
(1) It will be nationally orchestrated, centrally directed and locally supervised and implemented.
(2) Constitutional integrity and sovereignty will not be compromised.
(3) Complete and genuine resolution of the local armed conflict; it shall cover the NPAs, organs of political power and Militia ng Bayan.
(4) If there is a ceasefire, the constitutional mandate of the state to protect public safety, civilian welfare, critical infrastructure and private properties and the guarantee of the rule of law and order will not be compromised at all times.
(5) Government goodwill, full amnesty package based on disarmament, demobilization, rehabilitation and reintegration to the mainstream of society.
(6) The necessary enabling environment set by the President for the formal local talks to proceed are a local venue, no coalition government or power-sharing, no revolutionary taxes, extortion, arson and violent activities and the fighters to remain in their pre-designated encampment areas.
(7) The substantive agenda will be based on the Medium Term Philippine Development Plan and Philippine Development Program 2040.
Binigyang diin din ni Roque na ang constitutional mandate ng estado ay upang protektahan ang kapakanan ng publiko, civil rights and welfare, mga pribadong pag-aari, mga imprastraktura at ang mga batas ay hindi dapat makompromiso sa magaganap na peace talks.
