NARATIPIKAHAN na ng Senado at Kamara ang bicameral conference committee report na Balik Scientist Law (Republic Act No. 11035), o mas kilala sa “Act Institutionalizing the Balik Scientist Program” na ipinadala sa Malacañang para aprubahan ni President Rodrigo Roa A. Duterte.
Ganap ng batas noong Hunyo 15, dahil pinirmahan na ni Pangulong Duterte ang Balik-Scientist Act na unang na-established noong 1975 sa pamamagitan ng Presidential Decree No. 819.
Dahil dito, matutugunan na ang kakulangan ng scientists sa bansa. Sa huling bilang, ang bansa ay mayroong 189 scientists bawat milyon, malayo sa akmang bilang na 380 scientists kada milyon.
“Malaking tulong ang batas na ito upang mahikayat ang mga Pinoy scientist na bumalik sa bansa at tumulong sa pagpapaunlad sa bayan at sa buhay ng mga Pilipino. At makasasabay na tayo sa mga karatig-bansa sa Asya na mas marami ang nagtatrabaho sa research and development,” saad ni Senator Paolo Benigno “Bam” Aquino IV, principal sponsor and author of the bill.
Katuwang ni Sen. Aquino sa House of Representatives, sina Zamboanga del Norte 1st District Representative Seth Frederick R. Jalosjos, Zamboanga del Sur 1st District Representative Divina Grace C. Yu, at Bohol 2nd District Representative and chairman of Science and Technology Committee Erico Aristotle C. Aumentado.
PAGBALIK NG MGA PINOY SCIENTIST
SINABI ni DOST secretary Fortunato “Boy” De La Peña, na pinag-aaralan ng Department of Science and Technology (DOST) ang pagpapauwi sa 235 “Balik Scientists” mula 2018-2022.
Ang Balik Scientists ay mga eksperto sa agham at teknolohiya na naninirahan sa ibang bansa na tinawagan upang umuwi sa Pinas upang magtrabaho at gamitin ang pagkadalubhasa sa bansa.
Simula nang itatag ang programang Balik Scientist noong 1975 hanggang nitong Disyembre 2017, ay 567 na siyentista na ang nakauwi sa Pilipinas.
Target ng Kagawaran ng Agham at Teknolohiya na magkaroon ng 41 Balik Scientist ngayong 2018, at itaas pa ito ng tatlong beses kada taon hanggang 2022.
“We project around 60 (Balik Scientists) per year after the BSP (Balik Scientists Program) becomes a law. So even if we just got 35 for this year, and if we’ll have 50 per year for the next four years, that would still total to 235 by 2022,” sabi ni De La Peña na tubong Bulakan, Bulacan.
Una nang ipinahayag ni Kalihim De La Peña ang kanyang kagustuhan na mahikayat ang mas maraming siyentistang Pilipino na bumalik ng bansa, dahil sa paniniwalang malaki ang maitutulong ng mga ito sa pagbibigay ng translational research.
Aminado ang Bulakenyong kalihim na hindi madali na mahikayat ang mga siyentistang naninirahan sa ibang bansa na mapauwi, lalo na doon sa mga kumikita nang maayos sa ibang bansa.
BENEPISYO NG BALIK SCIENTISTS
MALAKING bagay ang benepisyo at insentibo sa mga Filipino scientist na uuwi at tutulong sa pagpapalakas sa research and development.
Maraming scientist at eksperto ang nais na manungkulan sa bansa ngunit napipilitang umalis dahil sa mas magandang oportunidad sa ibayong dagat para maisakatuparan ito, ikinampanya ni Senator Paolo Benigno “Bam” Aquino IV, ang pagsasabatas sa kanyang panukalang Balik Scientist Program ng Department of Science and Technology (DOST).
Matatandaang noong 1993, sa bisa ng Executive Order No. 130, matagumpay na nahikayat ng Balik Scientist Program ang ilang scientist na tumulong sa pagsasaliksik sa bansa.
Sa pamamagitan ng Balik Scientist Law, maaaring sumali at makiisa sa Grants-in-Aid research and development ng DOST ang siyentista.Bukod dito, ang isang Balik Scientist ay maaari ring makinabang sa iba’t ibang mga bayarin, kasama ang tax and duty exemptions sa pag-import ng mga propesyonal na kagamitan at materyales, libreng medikal at accident insurance. Idagdag pa ang reimbursement o pagbabalik ng mga nagastos para sa mga bagahe na may kaugnayan sa mga siyentipikong proyekto.
Kasama rin sa benepisyo ang special working and non-working visas, round-trip airfare papunta sa ibang bansa at libre ang local travel tax, na may DOST-subsidized visa application.
Sa ilalim ng panukalang batas, ang mga long-term Balik Scientist awardees ay tatanggap ng suporta sa oportunidad na trabaho para sa asawa ng awardee, at pagpasok sa eskwela ng mga anak ng mga awardees sa mga gusto nilang paaralan, relocation allowance at buwanang pabahay o allowance accommodation, at pagpopondo para sa pagtatatag at pagpapaunlad ng isang pasilidad o laboratoryo.
Samantala, matapos ang pagpasa nito sa bicameral session noong Marso, sinabi ni DOST secretary Fortunato Tanseco de la Peña, na “that is very crucial to strengthen the Balik Scientist Program of the DOST because we have areas that lack experts such as space technology and artificial intelligence which are just starting.”
Nakapaloob din sa Programang Balik Scientist ang mga siyentistang dalubhasa sa fields of space, technology, artificial intelligence, biomedical engineering, energy, agriculture, food technology, biotechnology, information and communications technology, pharmaceutical, disaster mitigation and management, environment and natural resources, electronics, genomics, health, manufacturing, nanotechnology, cyber security, at semiconductors.

MAGKAKAROON na ng katuwang ang mga Pinoy dalúb-aghám na nasa Pinas dahil sa pagbabalik-bayan ng mga Pilipino scientists na nasa abroad, na mas maitaguyod, mapalakas ang research and development (R&D) ng bansa.
Patunay na may kakayahan na sa pagsasaliksik ang Pinoy sa bansa, kamakailan ay ginanap ang ika-7 taong anibersaryo ng Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development-Department of Science and Technology (DOST-PCAARRD) na may tema at bagong corporate tagline na: “Excellence in Agriculture, Aquatic and Natural Resources Innovations” na ginanap sa Jose Rizal Hall (Meeting Room 1), Philippine International Convention Center (PICC), Pasay City.
Pinangunahan ang okasyon nina PCAARRD acting executive director Dr. Reynaldo V. Ebora; acting deputy executive director for Research and Development (DED-RD) Dr. Edwin C.
